Making a tincture with powdered herbs and 95% alcohol.

I have an homegrown herbalist powdered herb mix I want to make into a tincture. I bought everclear. It’s 95% proof. Can I have some insight on what the ratio should be? I’m nervous my alcohol is too strong at 95%.
